Just like Starfleet itself, Gamma Fleet has different departments. These are used to co-ordinate resources within departments, and to prevent officers on a ship in any department from feeling alone and isolated, by allowing them to talk to other officers of their department. This enables say medical officers on different ships to talk with each other, and help each other to solve problems. It also enables different discoveries and problems etc spread through the fleet so all can benefit.
